This is a setup used on Whidbey island to catch steelhead while beach fishing. This setup can also be trolled in shallow water along the beaches. Steelhead travel in 4-6' of water close to shoreline. Recently a friend was perch fishing in the surf with clam necks and caught a 12# winter run steelie on the Washington Coast. A couple of different fishing methods can be used. A slow retrieve or a plunking style in the surf. Make sure to check your regulations before fishing in the saltwater since they are different than the local streams.
