What I don't understand is how WDFW will enforce the rule on the mainstem CR above Bonneville, when a pair of singles is all that's legal on a plug fished from a boat, but ODFW allows a pair of trebles?

Yeah I know you run singles and avoid the hassle, but seriously what is going through WDFW when they create a conflict like this?
