#1 Source of changes and complications to the rules........Us. We piss and moan to no end about flossers....so WDFW responds. We piss and moan to no end about snaggers.... so WDFW responds. We piss and moan about bait thugs on our favorite wild steelhead river....so WDFW responds. We piss and moan to no end about wanting more opportunity for a special season on one river or lake....so WDFW responds. We piss and moan about boaters on a river....so WDFW responds.

#2 Source is ESA. Get use to it as it's gonna get way more complicated. Hence the prohibition on trebles in the CR by Washington while Oregon still allows them. People aka US are screaming aka pissing and moaning for more opportunity. Banning trebles by Washington sportfishers got Washington fishers a bit more opportunity due to a reduction in hooking mortality.
