Try the North Umpqua, it goes thru Roseburg. It has an excellent winter run, including 20 lb nates. Fish the area from Glide to Rock Creek (15 miles east of Roseburg) and also try the area known as Cleveland Rapids, just west of Roseburg. Good bank access to both of these areas, with lots of good holding water. For bait and some local info, stop by Waldren's Sporting Goods on Garden Valley Blvd in Roseburg, or if you make it up to Glide, go to the Idylyld Trading Post, 3 miles upriver from Glide. Talk to Anthony, co-owner of the Trading Post and a fisherman.

PS- you could also try the South Umpqua around Canyonville, 25+/- miles south of Roseburg on I-5. Fish near Stanton Park which is near the hatchery. Good access, but it's near a boat ramp, so traffic can be heavy on the weekends.
