I have fished the Umpqua about 15 miles below Roseburg for smallmouth. Frankly, trying to wade bedrock with humongous holes in it just doesn't appeal to me. I have never looked at it above Roseburg that I know of.
I don't recall seeing any spot I could wade across, and from the high water marks I figure access to the lower river from the bank is gonna be tough in the winter. I was thinking about taking my sled but not gonna have the time to use it much so no dice there.
I seem to remember a county park just downriver from Roseburg that had access between the rivers and also on the North bank at another park. I remember thinking there might be some access in that area for bank fishing. There was also a boat launch with some kind of dock there. Never went down to look close.

Buzzy,
That is River Forks Park, where the north and south forks converge. Just upstream a couple miles on the north fork is Cleveland Rapids, which is shallow and slow enough to wade normally, unless high flows are present. Cleveland Rapids is a good spot to fish, and you can probably drive right onto the gravel bar and fish from your tailgate.

It wouldn't hurt to call the guide who I referred you too he fishes the North Umpqua too!
 It took his brother 20 minutes to land this 42" buck on Jan. 21st.

Ah yes, wading in the North Umpqua! Running joke is when you first get to the rive ... toss yourself in and get your first dunking of the day behind you.
Dan Bailey makes a soft alie bared 'over shoe' for wading boots called 'Stream Cleats.' Best $50 you'll ever spend in your life. But back to the fishing report: do you have the link for the fish counts (Rogue, Winchester Dam on the NU, etc)?
Information is a bit dated when it goes on line, but it does give you a clue how many fish have moved up stream. fae
