OLYMPIA - Four public meetings will be held later this month to discuss a proposal to increase hunting site access through a new $5 fee on state hunting licenses.
The Washington Department of Fish and Wildlife (WDFW) is proposing the $5 increase in hunting license fees to expand hunter access opportunities on private land. The proposal was developed in response to hunter requests during development of the state's 2003-09 Game Management Plan. Hunters said they wanted greater access to private lands and that they were willing to pay for it.
Over the past several months, WDFW has been working with stakeholders from hunting and conservation organizations as well as landowners to develop new proposals.
The proposals will be the topic of public meetings that will run from 7 p.m. to 9 p.m., on the following dates:
Aug. 23 at the Water Resources Education Center in Vancouver Aug. 24 at the LaQuinta Inn and Conference Center in Tacoma Aug. 25 at the Ramada Inn Airport in Spokane
More information at the following link. http://wdfw.wa.gov/do/aug04/aug1604b.htm
The opinion survey is here.

It's nice to see the WDFW doing something to help us out. I'm most interested in how it would increase access for waterfowl hunting.
I don't like how timber companies have gobbled up 1000's of acres and locked it up, but I would also hate to see this idea turn into another way for the state to subsidize timber companies.
It will be interesting to see how this turns out.

I'd love to see an Olympia meeting. You think with WDFW having a few folks there I could avoid a 120 mile drive. Just beetchin.

WDFW sent me a questionaire concerning this proposal a couple of weeks ago, I told them I liked this idea as long as the landowners who are enrolled in this program are clearly identified and allow access to the hunters that pay this fee.
Interestingly I saw that WDFW estimates this program will raise about $1.1 million/year, half of that money will be spent on new staff and about half on landowner compensation. So this is just as much a hiring scheme as it is an access program.

Hahahahaha. Good one QB. Empire building. Every government agency is guilty of it, from the smallest city department to the Feds. The difference is, now the middle class has more of the burden shifted on them and the rich get a little relief.

Atleast they are giving us the opportunity to comment on the hiring scheme. Hopefully folks will go and educate themselves on the program.

Here's some more info from the Tacoma News Tribune:
Under the Department of Fish and Wildlife's proposal, the $5 added to each hunting license would generate an estimated $1.2 million per year.
Of that, $550,000 would pay for six staff members to be stationed in areas with extensive timberlands, prime pheasant and waterfowl areas. These staff members would work with landowners to set up access programs. This funding also would fund a program manager position.
The remaining $650,000 would pay for access management, signs, road maintenance, leases, property damage, security and costs for litter cleanup, parking areas and hunter management devices such as gates, locks, signs and fences.
So there gonna spend $550,000 to fund six positions, let's see that works out to be about $90,000 and change for each job - see what I mean about money wasted!!! $90,000 per year to hang out at these acess sites, pick up trash and talk to landowners - how much do you want to bet we could get people at $50,000 per year? Or if you're gonna spend that much money why not hire some more Wardens?

That $550M goes for salaries as well as all of the office supplies, computers, vehicles, etc, so their actual salaries are probably much less. It isn't a straight line mathematical problem.

well then you better show up and put your name in the hat for one of these jobs.
Remember this is the result of a survey conducted and this is what we said we wanted.
BTW, I bet there is a little more to these positions than just splitting the remaining funding up. Office space, trucks, equipment etc. etc are not free!
Oh and do not always believe what you read, I think the TNT article may not be accurate. As I have understood it, that half would go for leases etc and the other would go for mangmt. and that would cover these costs (would pay for access management, signs, road maintenance, leases, property damage, security and costs for litter cleanup, parking areas and hunter management devices such as gates, locks, signs and fences) along with salaries.
So you better go and get clarification.
Aix, it cant be as bad as the SDM,, hahahaha

Well here's what WDFW says:
"$550,000 per year to hire six staff members stationed in areas with extensive timberlands, pheasant, and waterfowl priority areas. These positions would work with landowners to set up access programs, develop road management plans, manage agreements, coordinate with landowners etc. This funding would also include one policy level position to oversee and direct development of all access programs.$650,000 per year for access mgmt., signs, road maintenance, leases, property damage mitigation, security needs, and costs for litter clean-up, developing parking areas, hunter mgmt. controls such as gates, locks, signs, fencing, etc. and renovation of roads."
So Otto as I read it $550,000 is directly for staff the other $650.000 covers access, signs, locks, etc.,
That's not an opinion, it's straight from WDFW. But Otto if you can prove that wrong I'll be happy to hear it.

I will not get into a little pissing match here with you, cuz I simply do not have the time for it.
but atleast give a link showing it is from the WDFW, that sounds like the same stuff the TNT reported, which I suggested "could" not be so accurate!
Will not prove anything wrong to you, just go and the facts straight from the source at one of the meetings, as I will be doing. I bet ya a a dozen crispy cremes that they will be handing out summaries of the budget and just how that will be dispersed.
After we get that lets start the nit picking on your hiring scheme!

I want to know if that $5 goes into the General Fund, or is it appropriated to specific issues.
If it's going in the General Fund, we're hosed. What happened to all the fishing license fee increases?? Not a damn one of them has been appropriated for the specific issue that it was voted on for.

I am sure it would be sent to a dedicated lands/access fund similiar to the state duck stamp program. Which btw now has a panel called the Waterfowlers Advisory Group (WAG) that does just what its name states. It makes advisory reccomendations on how those funds are dispersed.
I do believe there is a lands advisory group already in place so if they monitor how these funds are dispersed, I am sure they will put a stop to Quillbacks hiring scheme!

Otto,
I'm in Seattle for 2 weeks for training, but I will call Max Zahn and Jack Smith to see if they need any help. I recorded a radio ad for RMEF's annual dinner in Aberdeen this year, paid for by my bank, and told Jack and Max that the next time they had a round up that I would like to be in on it. If you get a chance, it is a hoot, and a lot of hard work.

Dogfish,
mark your calendar for the 9th of September and then again for Oct.7-9 I think.
I have committed for the "labor" party on the 9th and most likely do it again in October if my schedule will allow.
Maybe will see you there?
