Are there boat rentals at saltwater resorts so a guy can go catch some butts or is it wiser to book a trip to get on a boat.

For the price of the rental, gas, tackle, and time it would be pretty spendy. You can book an all day trip combo trip for halibut, salmon and ling for under 200 bucks per person. On the inside passage the water is calm, but anywhere else fishing in 6 - 10 foot seas is common. If your coming up email me and I can get you a deal on salt or resh water what ever you like
