Winchester Bay?

I'll be down on the coast next weekend and I've heard that at this time of year it's possible to tie into chinook from the jetties there at Winchester Bay. Has anyone else heard of this or actually fished for them in this manner? If so, any suggestions on what to use? What tides would be best? Any info would be greatly appreciated.
