I have a way to solve this. Beers and thumb wrestling at Bob's tavern in Shelton.

I work with math all day long, and I'll tell you what I think. Statistics will be used by either side to prove the other guy, or very nice lady, wrong. I do it from time to time to make a deal fly that is on the edge.

The 1988 WDF Annual Report states that over the prior 15 years the sport and commercial crab fisheries were relatively constant at 2.5 million pounds per year. In the 1987-88 season the commercials landed 1.4 millionpounds and the sporties took about 800,000 pounds in approximately 250,000 user trips. Increased tribal interest in the fishery landed about 200,000 pounds.
For the coast it states that historical harvest has averaged around 7.25 million pounds. Due to extreme abundance cycle fluctuations the harvest between 1981 and 1987 averaged only 3 million pounds per year. That is quite a different picture than the one issued by the legislation proponents implying there is a continuous wealth of crab in the coastal fishery. 30 million pounds is certainly a high point and not sustainable.

Numbers fluctuate, makes sense, but doesn't change my opinion about commercial crabbing in the sound, which is get the commercial crabbers out of the sound. Unless of course the Tribes declare foregone opportunity.

One of the most important items in regards to crab management in Puget Sound is the CRC system. As it stands now this next year due to the crab endorsement requirement on new CRCs the harvest estimate method will only be querying known recreational crabbers instead of blindly calling a random selection of CRC holders in search of those who crabbed. This will substantially increase the number of of crab cards used in the harvest estimates. Which is a good thing in statistics. But...if the proportion of catches at the extreme high end remain the same as before even with the larger number of crabbers enumerated the variance around the mean won't necessarily change. What this means is that you will have a different(theoretically more accurate) average harvest per successful crabber but still have the reported 35 to 40 % plus or minus margin of error. Going to a season limit will eliminate those extremes and help to reduce this margin of error in the estimates. Note that the estimates of harvest are based only on a measure of successful crabbers and then expanded to estimate the harvest for all crabbers....not all of those of which may even catch a single crab.
This make any sense?

Confusing tain't it? Imagine sigting in a rifle. You have a bulleseye you want to hit. The new CRC estimate will likely be nearer the bulleseye but the spread of hits around it will still be the same dimensions. That clearer?
