I gonna vote for skill and the great casters make it an art.

Make that two votes. :>)
I know most of these fellows fairly well; some far better than others (but have met them all). The actual DVD (watched same last week up at the Sandy 'Clave) is actually very well done ... all-be-it very repititive LeRoy Teeple ... one of the finest casters I know has a copy ... and somewhere about 3/4 of the way through .. both of us fell asleep.
How good is Lee with a spey rod? The first photo on the 'sos' web site is him casting a very long line. Now I can cast a lot of line ... but when mine lays out at the end .. I don't have loops so tight you could open an mailer at 100 feet!!! with your leader

It is a skill that takes practice to perfect and maintain. Calling it an art is stretching things a bit.
