Wrecking yard. About $50 locally, should be similar in your area.

Car-part.com covers yards in all 50 states. IMHO it's the perfect time to get a custom one that won't do that again.
Front Range Off Road Fab Tacoma Bumper
Not cheap, but not a ton more than what the dealer wants for that piece of stamped steel they call a bumper.

That FROR bumper is the sh!at! I have an ARB bumper that i'm waiting for the mounting kit to come in for, then it's time to start saving for the FROR rear! I wonder if I can get them to weld on a couple of D-shakle mounts.

Neither of my Toys is eligible for an ARB I got a front tube bumper for one of them made by an acquaintance who was starting a fab shop; came out hella sweet imo - sorta a la the Marlin bumper but with a more reasonably sized nose hoop.
Third one down, hot off the mig
I'd bet FR would make one up with pad eyes for shackles if you called and asked. You might just have to wait til they built another lot of them.
FWIW, Steelheadkid, I did similar damage to my rear bumper, and it hammered out reasonably well with a 4# sledge. I never bothered with the replacing the plastic top, but you could easily cut some diamond plate to fit and rivet it to the top or just use some tread tape. That'd come out to be less than a junkyard replacement, even.

What's the problem? I had to take my bumper off to install the hitch, was just a few nuts and bolts to remove the brackets.

They loctite the bolts. A cheater bar or a blue wrench will help break them loose.

Did you try the blue wrench? The loctite is rated to be broken with heat. A few seconds with some MAPP gas, Oxy-Acet, even propane, should do the job. If you follow up the torch with a soaking of some penetrating fluid - Kroil is #1 in my book, PB Blaster otherwise - and put about a 30" cheater on your wrench, the bolts really don't stand a chance. They're also big enough that all that abuse shouldn't amount to shearing the heads off them. Go slow & easy with the breaker bar to minimize that risk more.
And now that I think of it - you're turning the bolts, right, and not the nuts, 'cause the nuts are welded to the frame.

If you can, heat the nut and have another guy hold pressure on the breaker bar at the same time. Keep the heat on the nut and it should expand more than the bolt. Also WATCH OUT FOR THE TAILIGHT WIRES WITH THE TORCH! Good luck and course language is ok when you are working on something like that.

Well my friend never welded the bumper so I got my money back and I'm gonna go look around the junk yard to see if I can find anything.

Check the For Sale board here too. You'll find a lot of guys getting rid of perfectly good OEM equipment because they upgraded.
