I don't know what RL stands for, but it is made by Alliant Powders (used to be Hercules). You should be able to buy it at GI Joes, Sportsman's Warehouse, or something similar.

rl stands for reloader, pretty comon powder and sporting goods store should have it. I had mixed results with it.

For some reason I can't get ahold of it in MT, something like a store can only have 400 lbs over a certain amount of time
