I'll never be able to remove that dark blotch on my file will I? Give me five minutes on any Canal beach and I'll find one of those socalled near extinct oysters. Except for around Belfair and there are ecological and species life history reasons why I don't find them there.  Back to me being called a liar....damn I naver have been before Aunty.

The salmon restoration people don't like me much either as they are purporting to be doing ecosystem restoration that 100% ignores shellfish.

and events such as what Micro observed at Dewatto and Tahuya should be documented. In the mid'90's the Canal wild coho crashed in numbers and we including the Skoks had our fisheries reduced if not prohibited. The Skoks were a prime player in that 5 year closure. If the stocks crash again then docmentation of its causes would be important. Oh that is another Skok interaction to save fish...they were the prime movers in that 5 year closure. Most of the problem was documented as occurring in the straits fishery which was restricted as part of the recovery effort.

Marty what happened was that the Hood Canal wild Coho predicted returns fell below the 20,000 threshhold and was predicted to do so for several years. The state and especially the Makahs wanted to keep fishing on the returning fish of which the HC was a component of and also was a significant portion of the harvest. The Skokomish and the Point No Point Treaty council fought hard to force a closure of fishereies that would have significant impacts on the returning HC wild Coho and won. For 3 years the returns mostly not impacted by fishing came in at or under the needed escapement. All of us suffered from not being able to fish. The 4th and 5th years the runs were recovering and everyone else but us on the HC got to fish...the HC fishery remained closed even though the runs well exceeded minimum escapement levels. We didn't like it but accepted it. Funny thing is that the Summer Chum started to increase their returns also after those years of decreased fishing pressure. Feds listed them anyway. Hmmm maybe the problems with wild fish isn't habitat but harvest?

Thats my belief when I see lots of habitat unused by the fish... its the harvest that stops them from getting up to the under utilized habitat. MSY sucks and errors on the wrong side depleting nurishment the fish would leave in the rivers. The tribes need to selective harvest... guess we need a court case win to make that one happen.

Washington Trout et al vs USA: Management by the comanagers using the harvest management regime of MSY has failed to restore, conserve and perpetuate an iconic natural resource in the Pacific Northwest of salmonids. The comanagers will provide the court with an alternative harvest management strategy to the current one of MSY that has a primary benchmark of full saturation of available spawning and rearing habitat. Harvest will only be allowed upon those fish in excess to the upper 95% CI threshhold of maximized habitat saturation. Inseason accounting and monitoring of predicted returns will be mandatory.

There has always been contention for the resources within user groups. Commercial fishers fought amongst themselves and the result was the banning of fishwheels and traps in favor of gill nets in this state. Within the sport fishing community WSR has been and remains a contentious issue. In the big game arena there is the annual battle between modern rifle hunters and those who advocate archery and muzzleloaders.

Aunty is very correct in what she posted. The basic right of everyone of us is based in the Public Trust doctrine that the natural resources belong to us all and the state is entrusted with protecting that right. As long as the public resource is protected the state has no overriding mandate to to provide a specific harvest opportunity to any specific user group under state law. All other state laws, regulations and policies fall under the Public Trust Doctrine.
