Those plans don't always work out when you have to juggle two families an hour's drive apart and the 'unbreakable' traditions that seem to crop up at really inconvenient times. He's a bit over-dressed for 18C. If it was -18C, he's a bit underdressed.

Useless trivia fact that you only care about if you've experienced it: Celsius and Fahrenheit temps are the same at -40. (which it does get down to on occasion in that area)
