Have you tried asking at ifish.net? It has a lot of fishermen from that area on it.

North Jetty at Barview on Tillamook Bay. Go to Lyster's bait and tackle right before the road to the Barview Jetty, and they will have all the info you need.

Surf perch can be found along the entire coast.

Just about every harbor/marina entrance along the coast will have a jetty that should produce rockfish, green lings and ling cod.

There was a book published back in the 1980's on West coast saltwater fishing including sections on specific locations. The info would still be relevant today. Hit your local library to look for it.
