HAHA!!! This is freakin' awesome! Too bad I am not in Skagit County still, because I would setup a lawn chair and watch the gamies rake in the cash from the "ass rippers" during low tide, then bust out the shiney blue and green metal as the tide rushed. Then fish until my arms tired out or the tide went out again.
From The 2008/2009 Regs: "Samish River Gear Rules - Stationary Gear Rule is in effect August 1 through December 31 on the Samish River. The line, weight, lure, or bait must be moving (not stationary) while in the water."
If you've ever stopped by the ditch in low tide, you know exactly what I am talking about. It's gonna be THICK with fish in high tide (thicker than normal) for the spooners. 
Sorry if I am late, but I just got back in Washington a couple weeks ago, so this is news to me!
Ya, I know, they are going to slightly twitch their rig every few seconds to get around the rules, but that'll still reduce the amount of time they can feel a king hit their line and probably spook them in the process.
So the question is, what do you do with 20,000 salmon that are no longer dragged in with a 5/0 hook in their pooper? One big benefit that I see is the Tribes will be able to have a bunch of fish without compromising runs.

How about a picture of the blue and green metal? Pm would be ok if your shy. Never have fished that zoo but I can only imagine. It's good that the new rule will encourage people to learn how to get those fish to bite. What kind of enforcement do you expect?

Enforcement will most likely just be a ticket unless they have a bad record for similar crimes, then they can do up to a year in jail (not likely, but it is a misdemeanor) and I believe the fine is up to $1,000 now. Not sure what it will be for, probably molesting salmon. It fits the crime when people put a hook in their poopchutes
Here's the metal I use. I am sure I posted these pics before, but here they are again. I don't want to blow up the river, but i'd rather have 1000 guys fishing legally than 1000 guys snagging. Anything works so you don't need to go out and buy the same thing.

Sorry if this sounds stupid. Maybe its because I am not exactly sure how the snaggers work thier gear but, I would say that te law seems to target plunkers if anybody. However I have never done this fishery so I am not in the know. Anyone care to explain why this law makes things better?

Good question. The snaggers _ARE_ plunkers. They setup a drift rig just as any ethical steelheader would use. Difference is that they use the smallest amount of yarn, biggest hook, and shortest leader possible. At the mouth in low tide, the River is at a standstill. They leave the rig at the bottom right up next to or under cut banks and pileons. When a fish swims by this deep section (deep = 3-4' or less) the "fisherman" feels a tap on the line and they rip it out of the water as fast as they can. They then use their 100lb braided line to drag the fish up the 3-5' dropoff and onto the bank. They then explain how "The yarn waving in the 'current' irritates them and they swat it with their butthole". ooooook. Makes sense. If someone irritates me and I stick my ass right up in their face and swat them with it, I think they would probably get the hell away from me...right?

i used to fish the samish allot growing up and ive seen the snaggers bringinf ish in with the yarn setup and some with hardware ive caught a ton of these fish using the good old tried and true bobber and eggs just get away from most of the snaggers types and these fish will inhale eggs

sounds like the skokomish...100 guys lined up along a meathole with zero current, ripping away.
fortunately, i'm nowhere near them when i fish that river with my eggs

The problem is, the river is not an easy one to catch fish in. It's small, shallow, and full of seaweed. When a fisherman new to the area comes down, they get frustrated REAL fast because they can't get a drift, they hook up on a seaweed island the second their gear hits the water, or the fish just don't want to bite because the river SHOULD be classified as a creek. Then they look over and see fish after fish after fish yarded in. It's tempting for most people.
I'll admit it now since everybody does stupid stuff at some point in their lives. When I moved to WA 5 years ago, I tried it. I was told that the yarn pisses off the fish as it waves around. I tried it and it took me a couple times going down there to realize that the fish are completely unaware of your rig. Lessons learned.

The samish is a really good place to fine tune your bait though. Get away from the crowd and use a float and bait. The fish are there, just keep switching baits/cures till you get them to bite. And they DO bite bait

Not as much as they shove hooks up their cornholes though. That place is such a zoo.

This is true. I've caught quite a few that still have those massive hooks stuck in their belly. I talked with a buddy that works at the hatchery. He said he hates it because the fish look like hellraiser by the time they get up there. He said they fill 5 gallon buckets with all the jigs they take out of those things.

Have you seen the I-5 to the Hatchery Section of that river? Even down from Thomas to I-5. It has so many shallow spots that those hooks play almost no part in them being beat up.  I can think of a few dozen places where the only way through is up a tailout only a couple inches deep. Amazing how they do it at all! I always got a laugh when I was out watching the fish spawning in the upper river and seeing a green or orange tuft of yarn hanging from them. It's not hard to find either.

Yeah, the river is tiny. I was just saying my buddy said there is a ton a metal in those fish when they get up there.
