From the Spawnusa link. So they are interested in restoring salmonids? Or are they really? I have several recent scientific studies that shows that oyster beds increase the diversity and biomass of juvenile salmonid prey. Sounds to me like they are more interested in a human perception of what's good and pretty to look at rather than what actually will benefit salmon aka self gratification.

Golly, even those crackers in CCA back east know that increasing oyster presence improves fish habitat.
Seems a whole lot like our issues with Puget Sound private tideland owners not liking shellfish enhancement. They sure don't like being told they can't increase their "lot size" by building sea walls and backfilling to gain a few square feet aye?

I got an email back from one of their bios today. They are not currently adding fish carcass nutrients to their creeks. But, they thought it was a good idea.
I didnt read the entire document, but my guts telling me, they are more anti oyster harvest company, than anti oyster.
Although I stand a good chance of misinterpreting their tone, I think it would be worth sending them a few of those reports. Since you are govt and not business, they may approach it differently. Who knows, you might end up with an offer for a little advice.

Actually I've been following this one closely for several years as it relates to my work with Olympia oyster restoration. The issue has gotten too contentious for the parties involved to listen to anyone.
