Guys there is a proposed bottom fish closure for the Neah Bay area that will totally shut down the interior just so divers can view the fish. This smells like a peta for fish rule.......... stop it now with some serious HELL NO's!!!!!
Also looks like they want to increase fees with a Columbia stamp and tribs........ ugh

It's my understanding from the SCAPG meetings that the Columbia River surcharge stamp was requested by upper Columbia sporties, if the money can be earmarked for improving those runs...

Yes, I do believe that this is being desguised as a 'rockfish' protection plan. I was at the Seattle aqurium last summer with my kids, and the new tank in the lobby is a 'recreation' of waters off of Neah Bay and the Diver/speaker was stressing about closing the area to recreational fishing as it is a stronghold of breeding rockfish...

Columbia River salmon, steelhead endorsement will take effect April 2010
OLYMPIA - Starting April 1, anglers who fish for salmon and steelhead in the Columbia River and its tributaries will be required to purchase a new endorsement that will help maintain and improve fishing opportunities throughout the basin.
The Columbia River Recreational Salmon and Steelhead Pilot Program endorsement was authorized by Senate Bill 5421 during the 2009 Legislative session. The annual endorsement was one of several license fee changes approved by the Legislature earlier this year to help offset a $30 million cutback in state funding for the Washington Department of Fish and Wildlife (WDFW).
The total charge of the endorsement, after transaction and dealer fees, will be $8.75. The endorsement and recreational fishing licenses for the licensing year that begins April 1, 2010 can be purchased beginning Dec. 1, 2009.
Funds generated from the endorsement fee will support the evaluation of selective fisheries in the Columbia River Basin, said John Long, WDFW’s statewide salmon and steelhead fisheries manager. Funds also will be used for other management activities, including fisheries enforcement, data collection and monitoring.
Selective fisheries allow anglers to catch and keep abundant hatchery fish, which are marked with a missing adipose fin, but require that they release wild fish.
"This program is designed to support current selective sport fisheries for salmon and steelhead in the Columbia River and its tributaries, and - to the maximum extent possible - expand those opportunities in the future," said Long.
The endorsement will be required, along with a fishing license, for anglers 15 years of age and older to fish for salmon and steelhead on the Columbia River and its tributaries when open to fishing for those species.
WDFW, working with the Columbia River Salmon and Steelhead Recreational Advisory Board, has proposed a list of rivers, lakes and other waters in the Columbia River basin where the endorsement will be required. That list, available on the department’s website at http://wdfw.wa.gov/licensing/crss_endorsement , is one of more than 100 proposed sportfishing rules for 2010-12.

For those that don't know about the fishing grouds at Neah bay they are some of the most productive easily accessible water small craft have available. This is a huge special interest move to exclude sporties.

It totally removes all the spots I can fish my sled out of the picture. Horse pucky if you ask me. Is this the only place these fish spawn and rear? Is it the only sucessfull area? It really sounds like a land grab to me.

There was a last minute addition to the WDFW season setting process on October 16th that would create a reserve (insert dive park) in the Cape Flattery area to include Tatoosh Duncan Rock, and other very popular fishing spots.
The entire proposal consisted of 26 words and a map and was suggested by the newest commissioner, David Jennings. Watch the TVW video on the commission meeting earlier this month for yourself. Long & boring, but necessary if you didn't go.
There was no science provided stating the need for this reserve, and no consideration was given to this area being a popular fishing area.
Both diving and fishing are legal activities that take place here, and since Jennings is an avid diver and accomplished underwater photographer, he is doing his best to create his own private dive park.

Please let us not let him get away with this. We need to send comments into the rules proposals process so that our voices are heard. We also need to email the commission and director to let them know of our displeasure with the actions of commissioner Jennings. Below are email addresses for you to cut and paste.

I watched the Washington Department of Wildlife Commission meeting of November 6, 2009, to learn more about the proposal to close Marine Area 4 to recreational fishermen in order to make it a world class destination for divers.
I now understand that this area is already open for diving, there is no scientific data supporting closure to fishermen, and that closing this area to fishermen will put them into harms way.
During public testimony, I was appalled at the WDFW commissioners callous response to the fishermens safety concerns, they did not even care. Rather than ask a few questions to clarify and understand the safety concerns, Commissioner Jennings simply refuted the public testimony and defended his proposal. In contrast, the previous public testimony about health and safety of loons went for over 28 minutes. Commissioner Jennings made statements that Washington State fishermen were responsible for 50 to 80 metric tons (176,368 pounds) of lead in the environment every year. No data to back up the claim, just more fishermen bashing.
I can not and will not support this proposal, I can not condone the actions of commissioner Jennings.
He should not be allowed to continue service as a WDFW commissioner. He is not acting in the best interests of anyone but himself.
In stark contrast,
Harriet Spanel (she served State Government for 20 years and was Washington State Senator (D) for the 40th District) had this to say about conservation efforts;
"The water belongs to all of us. Puget Sound is all of ours. It isn't for one particular individual or organization to use. It belongs to every single one of us. And we don't have the right to destroy it but have a responsibility to keep it and to make sure it is in good condition."

The original request came from the upper Columbia sporties and as introduced in the last legislative session. From there it was expanded to include the LCR and tribs. It was primarily seen as a source of additional revenue. Don't expect to see much in the way of additional work being done. The funds will be used to cover existing positions.

Those of you who have friends among the Makah need to get ahold of them and get some tribal pressure on the director and commission. There is no way a handful of elitist divers can spend enough money to keep tribal businesses going.

Just returned home from the commission meeting. I only stayed there until the first break. I did get an opportunity to speak on what I percieve as ethics violations by Jennings. Below are my talking points:
Problems with the process.
On Nov 6, 2009. Commissioner Jennings was allow to present his own personal project that was submitted through the public rules proposal process during the commission meeting. I have issues with his proposal but that should be covered under another comment time, but with the way he was allowed to present it breaks all the rules.
Today I asked if I was able to use the AV equipment and was told “No”.
Jennings was allowed to submit his proposal for over 25 minutes, and use the AV equipment.
Commissioner Jennings was also allowed to rebut the testimony of Mr. Munn, taking yet another 3 minutes of time that the regular public is not allowed.
This is a complete breach of ethics and process.
Commissioners should be prohibited from taking more than 3 minutes to push their own personal submissions, if at all. Commissioners with personal proposals should also be restricted from rebutting other public testimony, unless they wish to sign up the way I did this morning.
Jennings needs to take the example of the current WDFW director in consideration. Phil Anderson owns a charter boat and license (actually, Phil doesn't own a license, but there are licenses available to lease, which he could easily do) in Westport, but so as to appear neutral on the issues he presides over, he doesn’t fish that boat. I’m a banker, and I bank a number of charter boat operators in the Westport area, so I know what he is giving up. It would be nice to see commissioner Jennings set aside his personal agenda and let the scientists at the WDFW do their jobs.
I would like to see copies of his proposal that is date and time stamped showing that it was submitted in a timely manner. I would also request that his proposal be removed from the rules proposals.
Saw a number of other folks there from different groups, but none who I knew previously other than Mark Cedargeen from the Westport Charterboat association. Commission Chair Wecker and I had a good dialogue on the issue in the meeting, and after my presentation I received an "Atta boy" and a fist bump from Commissioner Orr.
During the break the commission chair came over to me and we had a nice conversation in the hall, during which time Jennings came by, and I pretty much told him that he had nothing that I wanted to hear. Basically, it is very likely that the proposal from Jennings will be pulled today. The "lead proposal" will also likely be pulled.
Talked to Mark Cedargreen during the break, and he said that there will likely be an open letter from a number of the statewide groups, such as the charter associations and others to the commissioners stating their displeasure with the actions of commissioner Jennings.
Finally, before I jetted out so that I can go hunting this afternoon I had a short convesation with Commissioner Orr. He said that he was "happy that I held the commission's feet to the fire, and that I did so without being rude. I was certainly direct and on point, but not rude. " He also is a master hunter, and he scored a nice cow elk in the Blue mountains this year.
I was pleased and surprised with the access and conversations that I had with a number of commissioner members today, and there willingness to speak with just an average citizen. That has retored my faith in the commission to a certain extent.
Anyway, thanks to those of you who took the time to write letters to the commission, because Chair Wecker said that the commission had received dozens of letters from people expressing their displeasure with Jennings actions and the way the proposal was allowed to be presented.
Most of all, many thanks to "Plus1" for bringing this to my attention.
