Andy, have you tried riding down hill?  My Spree tops out at 31mph on flat ground but I've seen 35 on hills. Does that count as insanely fast?

We could port the cylinder and probably get 5-8mph more out of it. I could make it go even faster, but, you will lose bottom end power and have some problems going up hills. The exhaust system is very restrictive on those. I don't know of any aftermarket exhausts for that model and a custom one would be expensive. A couple hundred bucks would be about the cost for those mods and that's with a new piston kit.
