Onr thing I have done is cut or buff the finish as close to the decal with out cutting into it.Carefully make a small cut into the bubble with out touching the blank. Put a drop of pema gloss and let dry. One more coat of finish with care to fill the hole. if the hole isn't filling up then as the finish is setting up put a drop of finish right on the spot then a little heat (if it's Flexcoat)will blend it in. If your using LS Supreme do not use heat!
